HAMPTON — After more than two years of planning and with more than $11 million in tax-free bonds in hand, the Marlyn Development Corp. has finally opened the Woodlands at Phoebus apartment complex.
The 133-unit development at Woodland Road and Mercury Boulevard is open to people 62 and older.
